Ripple Receives Final OCC Approval to Establish a National Trust Bank

Ripple said on October 26 that the Office of the Comptroller of the Currency had granted final approval to charter Ripple National Trust Bank, making it a federally supervised national trust bank. The approval allows the new entity to take on reserve-management, collateral-trust and digital-asset custody functions, while RLUSD issuance remains with Ripple's existing New York-regulated trust company.

Final OCC approval completes Ripple’s national trust-bank charter

Ripple said the OCC had granted final approval for Ripple National Trust Bank’s national trust-bank charter, completing a process that started with the regulator’s preliminary conditional approval on December 12, 2025.

That December 12, 2025 OCC announcement listed Ripple National Trust Bank among conditionally approved national trust-bank applicants.

Ripple National Trust Bank will oversee RLUSD reserves and custody

The approved bank will manage segregated reserves backing Ripple USD, or RLUSD, and serve as collateral trustee for RLUSD holders, according to Ripple. It will also provide fiduciary digital-asset custody services.

That allocation places reserve administration and custody within the federally supervised trust-bank entity. Secondary reporting following the announcement likewise said the approval clears Ripple to manage RLUSD reserves and offer digital-asset custody.

Standard Custody remains RLUSD’s issuer

The charter does not shift the stablecoin’s issuance to Ripple National Trust Bank. RLUSD will continue to be issued by Standard Custody & Trust Company, Ripple’s limited-purpose trust company regulated by the New York Department of Financial Services.

The distinction separates the issuer from the new bank’s stated roles in managing segregated reserves, acting as collateral trustee and offering custody. Ripple’s announcement did not state a separate launch date or operational timetable for those services.
